- ItemO Acolhimento Residencial e a Promoção do Direito à Família(ISMT, 2018) Sousinha, Maria João Bem; Tomé, Maria Rosa (Orientadora)A presente dissertação de mestrado tem como objetivos a análise da trajetória dos jovens no sistema de proteção, bem como das perspetivas dos jovens e suas famílias sobre a medida de acolhimento residencial e o projeto de vida. Partiu-se da análise da condição sociofamiliar dos jovens e das representações sobre os direitos/deveres na parentalidade e tentou-se compreender a trajetória destes no sistema de proteção e, concretamente, o acolhimento residencial. A nossa questão – Qual a perspetiva dos jovens e suas famílias relativamente à concretização do projeto de vida de (re)integração familiar. Na pesquisa participaram 26 sujeitos, 13 jovens com medida de acolhimento residencial na Casa de Acolhimento - A Casinha do Mar e 13 familiares. A presente investigação orientou-se por uma metodologia de natureza qualitativa. Na recolha da informação foi utilizada a entrevista semidiretiva e o diário de campo. Na análise dos dados foi utilizada a técnica de análise de conteúdo. A análise da informação permitiu concluir que a maioria dos jovens vivia com a família alargada, sendo os principais cuidadores os avós, as mães e os irmãos. Os adultos que compõem o agregado familiar dos jovens têm maioritariamente idades compreendidas entre os 30 e 49 anos. A maioria possui o ensino secundário. Na situação face ao trabalho, auferem rendimentos provenientes do trabalho, da reforma ou do rendimento social de inserção. Em algumas famílias os rendimentos são baixos, das quais cinco encontram-se em situação de pobreza. Ao longo da vida os jovens foram sujeitos a situações consideradas marcantes, como a separação e o abandono dos pais, o alcoolismo, a toxicodependência, a carência socioeconómica, a violência doméstica, furtos e prisão. Algumas destas situações persistem. A situação de pobreza coexiste com outras problemáticas, como o desemprego, alcoolismo, doença de foro psiquiátrico e prisão. Neste contexto a família encontra-se numa situação de grande fragilidade, não conseguindo assumir cabalmente as suas responsabilidades parentais. Todos reconhecem a importância da família. Não obstante as suas vivências os jovens, de um modo geral, têm uma representação positiva, idealizada da família e, consideram que são importantes para a família. É significativo o número de jovens e familiares afastados do discurso dos direitos. Os restantes jovens reconhecem o direito à identidade pessoal, à liberdade, à proteção, o direito a crescer numa família que os ame, o direito a uma casa e alimentação. Para os familiares os pais têm um conjunto de direitos/deveres que constituem as responsabilidades parentais a exercer no superior interesse dos filhos. A negligência é o principal motivo da sinalização da situação de perigo e sobre a qual recai os principais deveres e obrigações inscritos no acordo de promoção e proteção. Ao longo do acompanhamento das medidas em meio natural de vida foi privilegiada a responsabilidade familiar, no sentido de assumir os seus deveres para com os jovens e a prevalência da família. Contudo a intervenção revelou-se ineficaz. Todos reconhecem que o acolhimento promoveu mudanças significativas na vida dos jovens, ao nível das relações de afetividade com os familiares, na escola, no comportamento, socialização e na aquisição de autonomia. O projeto de vida perspetivado pelos jovens e familiares é a (re)integração familiar, com exceção de um que deseja a autonomia e o maior sonho dos jovens é regressar a casa. / This Master’s degree dissertation aims at analysing the paths for young people within the protection system, as well as the perspectives of both young people and their families concerning residential care and their life project. The starting point was the analysis of the young people’s social and family conditions along with the representations of parental rights/responsibilities, after which there was an attempt at understanding their paths within the protection system, namely the residential care. Our question — What is the young people and their families’ perspective on the successful family (re)integration life project. The participation in the research survey comprised 26 subjects, 13 young people in residential care at Casa de Acolhimento - A Casinha do Mar, and 13 family members. This research was based on a qualitative method. The semi-structured interview and the field notes have been used in the data collection process. The content analysis technique has been used in the data analysis process. The analysis of the information allowed to conclude that the majority of the young people used to live with their extended family, and that their grandparents, mothers and siblings were the primary caregivers. The adults comprising their household are aged between 30 and 49 years old. The majority has graduated from secondary school. Concerning their employment situation, they either earn a job-related income, a retirement income or a social integration income. There are some low-income families, five of which are in poverty-stricken situations. Throughout their lives these young people have been subjected to situations that have left an indelible impression on them, such as parental separation and abandonment, alcohol addiction, drug addiction, social and economic deprivation, domestic violence, thefts and imprisonment. Some of these situations still persist. The situation of poverty coexists with other problematic issues, such as unemployment, alcohol addiction, psychiatric disorders and imprisonment. The family therefore is in an extremely fragile situation and as a consequence is unable to fully perform parental responsibilities. Everyone acknowledges the importance of family. In a broader sense, and regardless of their life experiences, the young people possess a positive, idealized representation of family and consider that they are important to their families. The number of young people and family members that seems unaware of their rights is significant. The remainder of the young people recognizes their right to personal identity, to freedom, to protection, to the right to grow up in a loving family, the right to a house and to food. In what family members are concerned, parents have a set of rights/responsibilities which constitute the parental responsibilities to be performed in the best interest of their children. Neglect is the main reason for raising a red flag and upon which fall the main duties and obligations mentioned in the promotion and protection agreement. During the monitoring process of the methods in a natural environment, family responsibility was of extreme importance, so as to take on their responsibilities towards young people, as well as the prevalence of family. However the intervention proved itself ineffective. Everyone acknowledges that residential care has promoted meaningful changes in the young people’s lives, concerning affective relationships with family members, at school, in their behavior, socialization and acquisition of autonomy skills. The life project envisioned by the young people and family members is that of family (re)integration, except for one, who wishes autonomy, and the greatest dream of the young people is to return home.
- ItemO Assistente Social no Núcleo de Apoio a Crianças e Jovens em Risco(ISMT, 2014) Braz, Maria da Graça Ribeiro; Tomé, Maria Rosa (Orientadora)A presente dissertação de mestrado tem como objetivo analisar a implementação e funcionamento dos Núcleo de Apoio de Crianças e Jovens em Risco (NACJR) da Região Centro com um questionário dirigido às Assistentes Sociais que integram os mesmos. Dos 68 NACJR existentes na Região Centro, apenas 39 têm Assistentes Sociais nas suas equipas. Dirigimos questionários aos Assistentes Sociais, sendo que obtivemos colaboração de apenas 12. A análise da informação permitiu concluir que nestes apesar de terem uma constituição recente (1 - 3 anos), desenvolvem esforços para divulgar junto dos profissionais de saúde e comunidade a sua implementação, funcionamento e respostas a promover face aos processos de crianças e jovens em risco tentando garantir o bem-estar e o desenvolvimento integral das mesmas. / This dissertation aims to analyze the implementation and operation of the Center for Support of Children and Young People at Risk (NACJR) in the Central Region of Portugal, with a questionnaire addressed to the Social Workers that integrate them. Of the 68 existing NACJR in the Central Region, only 39 have Social Workers in their teams. We addressed questionnaires to these Social Workers, and we received feedback from only 12 of them. The information analysis allowed us to determine that, despite having a recent constitution of 1 to 3 years, they have made efforts with health professionals and the community to disseminate the implementation, operation and responses to promote regarding the processes of children and young people at risk attempting to ensure their well-being and integral development.
- ItemO Direito à Participação nas Casas de Acolhimento Residencial(ISMT, 2018) Marques, Mónica Patrícia Cardoso; Tomé, Maria Rosa (Orientadora)A discussão em torno dos direitos de participação que nesta dissertação se fez, irá refletir imagens, conceções e paradigmas vigentes sobre as crianças e jovens, emergindo assim a necessidade de as compreender como sujeitos de direitos, competentes e ativos, escutando-as nas decisões que afetam as suas vidas. O acolhimento residencial, enquanto resposta social, tem genericamente como objetivo a proteção da criança e jovem em situações que os seus direitos são violados, mas simultaneamente tem de os promover. Os resultados obtidos através da aplicação de questionários às crianças e jovens e às equipas educativas, afirmam que o direito à participação está presente no quotidiano das casas de acolhimento residencial. Relativamente às crianças e jovens, tem especial relevo nos assuntos que dizem respeito à definição do seu projeto de vida e assuntos relacionados com a escola, já nas equipas educativas, nos assuntos que dizem respeito a organização e dinâmica da casa de acolhimento residencial. Podemos ainda dizer que a equipa educativa considera importante que as crianças e jovens participem nos assuntos que lhe dizem respeito, nomeadamente o seu futuro, a escola, a família e os assuntos do dia-a-dia. / The discussion about participation rights in this dissertation will reflect existing images, conceptions and paradigms about children and young people, thus emerging the need to understand them as competent and active subjects of rights, listening to them in decisions that affect their lives. Residential Care, as a social response, is generally aimed at protecting children and young people in situations where their rights are violated, but at the same time have to promote them. The results obtained through the application of questionnaires to children and young people and educational teams, affirm that the right to participation is present in the daily life of residential homes. With regard to children and young people, it is especially important in matters relating to the definition of their life project and school-related matters, in educational teams, in matters concerning the organization and dynamics of the residential home. We can also say that the educational team considers it important that children and young people take part in matters that concern them, namely their future, school, family and everyday life.
- ItemDiversidade de Género no Serviço Social Português: investigação na pós-graduação (2009- 2019)(ISMT, 2020) Nunes, Gabriela Sousa; Tomé, Maria Rosa (Orientadora)O presente trabalho pretende elucidar sobre a investigação do Serviço Social Português em torno do tema diversidade de género. O interesse sobre o tema partiu da experiência no estágio curricular obrigatório durante a Licenciatura e a disciplina de género enquanto aluna no curso de Serviço Social na Universidade Federal Fluminense. Nosso objetivo é realizar uma análise dos resultados em torno da produção académica pós-graduada (Mestrado e Doutoramento) em Serviço Social. Sendo a estratégia metodológica a busca teses e dissertações, nos repositórios da IES, a partir de descritores que permitiram identificar o debate de género para além da heteronormatividade. As principais conclusões demonstram que o tema não possui expressividade numérica na Academia, entretanto, as temáticas trabalhadas em torno da diversidade de género apresentam discussões dotadas de criticidade e compromisso ético, identificando pré-conceitos diante das relações sociais da população LGBT desde o passado até os dias atuais. / The present work intends to elucidate on the investigation of the Portuguese Social Service around the theme of gender diversity. The interest on the theme came from the experience in the mandatory curricular internship during the Licentiate degree and the gender discipline as a student in the Social Work course at Universidade Federal Fluminense. Our goal is to conduct an analysis of the results around the postgraduate academic production (Master and PhD) in Social Work. As the methodological strategy is the search for theses and dissertations, in the IES repositories, based on descriptors that allowed the identification of the gender debate beyond heteronormativity. The main conclusions demonstrate that the theme has no numerical expressiveness in the Academy, however, the themes worked around gender diversity present discussions endowed with criticality and ethical commitment, identifying preconceptions regarding the social relations of the LGBT population from the past to the current days.
- ItemIntervenção social com crianças refugiadas: estratégias profissionais do Serviço Social com crianças refugiadas em Portugal(ISMT, 2015) Jesus, Ana Isabel Gonçalves de; Tomé, Maria Rosa (Orientadora)O objetivo principal é analisar a Intervenção social com crianças refugiadas em Portugal e as estratégias profissionais do Serviço Social como resposta às necessidades dessas crianças. Assim, pretendemos conhecer de que forma o assistente social, enquanto agente ativo na sociedade e capacitado de uma ação meditativa, produz respostas a esta problemática e conhecer também a realidade do nosso país relativamente à chegada de crianças refugiadas. A metodologia de investigação usada foi qualitativa tendo sido, realizado um questionário com oito perguntas fechadas e abertas, sendo divulgado on-line pelas redes sociais em grupos de serviço social. Foram recolhidas oito respostas, no entanto dois inquéritos não se enquadravam nos critérios de inclusão definidos pelo que foram excluídos. A partir dos dados obtidos foi possível perceber que existe uma estrutura preparada em Portugal para proceder ao acolhimento de crianças refugiadas sozinhas, que considera nos seus procedimentos o superior interesse da criança mas que padece ainda de algumas lacunas, nomeadamente ao nível da formação dos agentes de intervenção no terreno e do ensino da língua portuguesa. / The present study aimed to analyze the social intervention with refugee children in Portugal and the professional strategies of social workers in order to insure the needs of these children. Our main objective was to understand how the social worker, as an active agent in society and capable of a meditative action, produces answers to this problem and also know the reality of our country in respect to the arrival of refugee children. By the use of qualitative research methodology and the application of a questionnaire, composed with eight open and closed questions, published online in social networks of social service groups, we came up with eight responses. However two surveys did not fit the inclusion criteria defined and, therefore, were excluded. From the data obtained it was revealed that there is a structure prepared in Portugal to carry out the reception of refugee unattended children. It is a structure that considers the procedures regarding the best interests of the child, but it still suffers from some shortcomings, particularly in terms of training of intervention agents on the ground and in the tutorship of Portuguese language.
- ItemOs Direitos das Pessoas “Deficientes das Forças Armadas”: combatentes na Guerra Colonial em Angola, Guiné e Moçambique(ISMT, 2024) Rodrigues, Ana Isabel Tavares; Tomé, Maria Rosa (Orientadora)Contexto: Em 1961 rebentou a guerra entre Portugal e os diferentes movimentos de libertação das colonias africanas sob domínio português, apostados em conquistar a autodeterminação e a independência dos seus povos. Os primeiros contingentes embarcaram para Angola em 1961, para a Guiné em 1963 e em 1964 para Moçambique. A guerra deu-se em três frentes e prolongou-se por 13 longos anos onde centenas de milhares de jovens foram então levados para a frente de combate para uma guerra em plena ditadura salazarista, essa guerra que nenhum deles almejou. Objetivo: Analisar o acesso e cumprimento dos direitos das pessoas “Deficientes das Forças Armadas” que adquiriram estatuto de incapacidade em consequência da guerra colonial em Angola, Guiné e Moçambique. Materiais e Métodos: A pesquisa adota uma abordagem qualitativa, caracterizada por um método que visa compreender em profundidade as experiências e vivências dos antigos combatentes da guerra colonial. Foram realizadas entrevistas semidiretivas. O guião da entrevista era composto por questões abertas. As entrevistas foram gravadas e depois transcritas Os dados foram organizados em categorias temáticas previamente definidas, a saber: caracterização sociodemográfica, contextualização do acidente em serviço e identificação de incapacidade, análise da condição de acesso aos direitos e manifestações pela sua conquista, e análise da condição socio económica desde o acidente até a presente data. Resultados: Os entrevistados são sujeitos do sexo masculino com idades compreendidas entre os 73 e os 83 anos de idade e com baixas habilitações literárias. As incapacidades foram reclamadas por os seis entrevistados, processo das juntas médicas foi demorado, as incapacidades atribuídas oscilam entre 20% e 90%. Os rendimentos são provenientes de pensão de invalidez e de reforma. Os resultados da pesquisa indicam que os entrevistados enfrentaram diversas dificuldades na conquista e manutenção de seus direitos. Os seis participantes relataram problemas no processo de reconhecimento da incapacidade, que consideraram demorado e burocrático. Além disso, dois entrevistados mencionaram dificuldades no acesso a próteses e equipamentos de assistência, que consideravam essenciais para sua reabilitação e qualidade de vida. Os participantes também destacaram a falta de conhecimento sobre seus direitos e a dificuldade no acesso ou reivindicá-los. Conclusão: A reintegração dos DFA foi um processo árduo e desafiador, marcado pela falha das políticas públicas para garantir os cuidados e o bem-estar adequados. Ao longo de cinco décadas de lutas incessantes, como evidenciado pelas entrevistas realizadas, os direitos dos sujeitos ficaram, em grande parte, estagnados nos labirintos da burocracia. As manifestações sucessivas, as greves de fome e idas a audiências no Parlamento pela Associação dos “Deficientes das Forças Armadas” representam apenas algumas das ações empreendidas ao longo de quase 50 anos, na busca por portarias que garantam uma vida digna. | Context: In 1961, war broke out between Portugal and the various liberation movements in the African colonies under Portuguese rule, who were determined to achieve self-determination and independence for their peoples. The first contingents left for Angola in 1961, Guinea in 1963 and Mozambique in 1964. The war took place on three fronts and lasted for 13 long years. Hundreds of thousands of young men were then taken to the front to fight a war in the midst of the Salazar dictatorship, a war that none of them wanted. Objective: Analyze access to and compliance with the rights of the Persons “Disabled from the Armed Forces” who acquired disability status as a result of the colonial war in Angola, Guinea and Mozambique. Materials and Methods: The research adopts a qualitative approach, characterized by a method that aims to understand in depth the experiences of former colonial war combatants. Semi-structured interviews were conducted. The interview consisted of open and flexible questions, allowing for the collection of data. After transcribing the interviews, the data was organized into previously defined thematic categories, namely: sociodemographic characterization, contextualization of the accident in service and identification of disability, analysis of the condition of access to rights and manifestations for their conquest, and analysis of the socio-economic condition from the accident to the present day. Results: The interviewees are male subjects aged between 73 and 83 years old and with low educational qualifications. Disabilities were claimed by the six interviewees, the medical board process was lengthy, and the disabilities awarded ranged from 20% to 90%. They have income from disability pensions and old age pensions as Armed Forces personnel. The results of the survey indicate that the interviewees faced various difficulties in obtaining and maintaining their rights. Four of the six participants reported problems with the process of recognizing their incapacity, which they considered to be time-consuming and bureaucratic. In addition, two interviewees mentioned difficulties in accessing prostheses and assistance equipment, which they considered essential for their rehabilitation and quality of life. The participants also highlighted the lack of knowledge about their rights and the difficulty in accessing or claiming them. Conclusion: The reintegration of DFA was an arduous and challenging process, marked by the failure of public policies to ensure adequate care and well-being. Over five decades of incessant struggles, as evidenced by the interviews carried out, the rights of subjects remained, for the most part, stagnant in the labyrinths of bureaucracy. The successive demonstrations, hunger strikes and visits to Parliament by the “Armed Forces Disabled” Association represent just some of the actions undertaken over almost 50 years, in the search for ordinances that guarantee a dignified life.
- ItemPolíticas de Austeridade, Serviço Social e Direitos das Crianças: o Serviço Social nas CPCJ do Distrito de Leiria(ISMT, 2015) Pais, Helena Cristina Correia; Tomé, Maria Rosa (Orientadora)Objetivo. Este estudo reflete sobre o impacto das políticas neoliberais e a austeridade na vida das famílias e das suas crianças, no sistema de promoção e proteção de crianças e jovens em perigo e na prática profissional dos assistentes sociais que nele trabalham na defesa dos direitos devidos a essas crianças. Partiu-se da análise do enfraquecimento do estado social, para se perceber o desmonte das políticas públicas e as suas implicações na carreira profissional e nas condições de trabalho do assistente social. Assiste-se à transição de responsabilidades da esfera pública para a sociedade civil, no caso específico das políticas de proteção à infância. Participantes. Existindo necessidade de constituir uma amostra para a realização do estudo, optámos por uma amostra não-probabilística de informadores estratégicos. O critério de inclusão foi ser assistente social a desempenhar funções na CPCJ do distrito de Leiria. Com este critério responderam ao questionário 10 Assistentes Sociais, num total de 16 solicitações às CPCJ do distrito de Leiria. A recolha de informação através da aplicação dos inquéritos decorreu entre o mês de maio e junho de 2015. Material e métodos. A recolha de dados, para poder responder à questão em análise, foi feita com a aplicação de um inquérito por questionário online, com perguntas fechadas e abertas. Resultados. O Neoliberalismo atinge a prática profissional do assistente social, pela redução de recursos para o estudo diagnóstico das crianças e suas famílias e pela redução de técnicos superiores especializados na intervenção. Os Direitos das Crianças no sistema de promoção e proteção não se encontram devidamente asseverados, na medida em que estas comungam do sucessivo empobrecimento das suas famílias, sendo privadas da satisfação das necessidades básicas para o seu saudável desenvolvimento. Implicações. Os resultados deste estudo compelem a uma clara necessidade de lhe dar continuidade de âmbito nacional, para entender e melhorar as expressões do trabalho do assistente social desenvolvido com as crianças e suas famílias, no sistema de promoção e proteção. É necessário construir e consolidar uma manifestação de espírito crítico na classe profissional, no sentido de pugnar pelo projeto ético – político, bem como atribuir ao Serviço Social o estatuto de disciplina especializada. Nesta qualidade, a profissão deve participar na análise e na discussão das políticas para a infância, para assim colocar as necessidades das crianças, no centro das obrigações públicas. / Objective: This study concerns the impact of the neoliberal and austerity policies in the life of the families and their children, in the protection system of children and young people at risk and in the professional practice of the social workers, who work to defend the rights owed to those children. It started with the analysis of the weaknesses of the social state to understand the deconstruction of the public policies and the implications in the professional career and working conditions of the social worker. It can be noticed that there is a transition of responsibilities from the public sphere to the civil society in the specific case of the childhood protection policies. Participants: Due to the need to build a sample to perform the study, we chose a nonprobabilistic sample of strategic informers. The inclusion criterion was being a social worker performing duties in the CPCJs in the District of Leiria. 10 social workers answered the questionnaire with this criterion, out of a total of 16 requests to the CPCJs of the District of Leiria. The gathering of the information through the use of the questionnaires was done between the months of May and June 2015. Material and Methods: The gathering of data, to be able to answer the question under analysis, was done through the use of online questionnaires, with both open and closed questions. Results: The Neoliberalism affects the professional practice of the social worker, by reducing the resources, in the diagnostic study of the children and their families, by reducing specialized superior technicians in the intervention. The rights of the children in the protection system are not properly secure as they are affected by the continuous impoverishment of their families, being deprived of satisfying their basic needs, which are essential to their healthy development. Implications: The results of this study indicate a clear necessity to give it some continuity at a national level, to understand and improve the expressions of the social worker’s job being developed with the children and their families, in the promotion and protection system. It is necessary to build and consolidate some form of critical mind in the professional class, as to fight for the ethical-political project, as well as to give to the social service the statute of specialized discipline. Therefore, the profession should participate in the analysis and discussion of the policies concerning the childhood, being then able to place the needs of the children, in the centre of the public obligations.
- ItemPolíticas e Estratégias para a Prevenção e Enfrentamento da Violência Doméstica contra as Mulheres em Portugal e no Brasil(2021) Ramos, Graziela Dourado; Tomé, Maria Rosa (Orientadora)É de extrema importância a investigação sobre a violência doméstica contra as mulheres. O estudo propõe analisar políticas e estratégias para prevenção e enfrentamento em Portugal e no Brasil, em relação aos objetivos, ações e recomendações, sem a pretensão de comparar os países. A metodologia foi qualitativa do tipo documental, a partir da revisão de literatura e pesquisa em documentos oficiais publicados na internet de 2010 a 2020. A análise dos dados deu-se pela análise de conteúdo na perspectiva de Bardin. Foram encontrados 32 documentos de Portugal e Brasil. Os resultados identificaram: os países têm as esferas pública e privada intervindo, porém Portugal ainda possui uma interferência maior do que o Brasil da esfera privada (sem fins lucrativos). Os dois países pretendem amplos objetivos como aprimorar a qualidade dos serviços ofertados às mulheres, gerar informações, avaliar as políticas em execução, investigar a problemática, orçamento público e a preocupação com o aumento de casos no contexto da pandemia do COVID-19. O Brasil tem uma política nacional estruturada e vem priorizando ações para o “Enfrentamento e Combate”, “Assistência” e “Acesso e Garantia de Direitos". Quanto às recomendações, houve equilíbrio em relação aos eixos estruturantes da Política Nacional. Portugal possui planos de ação que são periodicamente reavaliados e contemplam acordos europeus. Na última década vem privilegiando ações de “Protecção”, “Prevenção” e “Suporte”. As recomendações nos documentos portugueses enfatizaram a “Protecção” e não foram encontradas recomendações relacionadas à “Acusação”. As políticas de Brasil e Portugal deveriam incluir as mulheres vítimas de violência no planeamento das ações para prevenção e enfrentamento, possibilitando maior diálogo, autonomia e inclusão da diversidade e suas pautas específicas. Se faz necessário atentar para que não haja dissociação da luta da classe trabalhadora, a qual, ao longo da história, vem reivindicando melhores condições de vida e trabalho para todos. / Research on Domestic Violence against Women is of utmost importance. The study proposes to analyze policies and strategies for prevention and coping in Portugal and Brazil, regarding the objectives, actions and recommendations without the intention of comparing them. Methodology: qualitative documentary type, from the literature review and research in official documents published on the internet from 2010 to 2020. Data analysis was done through content analysis from Bardin's perspective. 32 documents were found from Portugal and Brazil. The results identified: countries have public and private spheres intervening, but Portugal still has a greater interference than Brazil in the private sphere (non-profit). The two countries intend broad goals such as improving the quality of services offered to women, generating information and concentrating it, evaluating the policies being implemented, investigating the problem, the public budget and also the concern with the increase of cases in the context of the HIV/AIDS pandemic. COVID-19. Brazil has a structured national policy and has been prioritizing actions for "Confrontation and Combat", "Assistance" and "Access and Guarantee of Rights". As for the recommendations, there was balance in relation to the structuring axes of the National Policy. Portugal has plans for actions that are periodically reassessed and contemplate European agreements In the last decade, it has been privileging actions of “Protection”, “Prevention” and “Support.” The recommendations in the Portuguese documents emphasized “Protection” and there were no recommendations related to “Accusation”. The policies of Brazil and Portugal should include women victims of domestic violence in the planning of actions for prevention and coping, enabling greater dialogue, autonomy and inclusion of the diversity of women and their specific guidelines. We must ensure that there is no dissociation from the struggle of the working class, which throughout history has been demanding better living and working conditions for all.

Motivada pela preocupação nascida na prática profissional quotidiana, no acompanhamento aos cidadãos beneficiários do Rendimento Social de Inserção (R.S.I.), procurámos compreender a relação entre a pobreza e o mercado de trabalho. Criado no ano de 1996 pela Lei nº 19-A/96 de 29 de Junho, como prestação de rendimento mínimo garantido, o R.S.I. tem introduzido formas cada vez mais apuradas de seleção das suas clientelas, quer através da redefinição do conceito de agregado e avaliação dos seus rendimentos, quer da contratualização da prestação, pelo reforço crescente das penalizações ao incumprimento relativo ao emprego e à formação. Objetivo geral é perceber como se efetiva o processo de colocação no mercado de trabalho e que oportunidades de (des)inserção social dai resultam para os beneficiários. Procurámos também analisar a configuração das propostas oferecidas, no âmbito do contrato de inserção, aos homens e às mulheres, aos “velhos” e “novos” pobres. Assim, foram efetuadas entrevistas exploratórias aos técnicos do Centro de Emprego e Formação Profissional Entre Douro e Vouga (CEFP-EDV); Gabinete de Inserção Profissional (GIP) e Núcleo Local de Inserção (NLI) de Stª Mª da Feira e aplicado um inquérito por questionário aos beneficiários do R.S.I. com Contrato de Inserção para colocação no mercado de trabalho. Os técnicos do CEFP-EDV e do GIP expressaram dificuldades no acompanhamento e gestão de carreira dos beneficiários, devido à sobrecarga e à natureza burocrática das tarefas exigidas nos seus organismos. Os beneficiários consideram igualmente que o CEFP-EDV não é eficiente nem eficaz, para a colocação no mercado de trabalho não cumprindo portanto a função que legalmente lhe está atribuída. Os homens são amplamente beneficiados na relação com o Centro de Emprego, comparativamente com as mulheres, porque recebem mais propostas de emprego e formação. A “velha pobreza” aparece instalada no desemprego e na prestação durante mais tempo que os “novos” pobres. Estes raramente são convocados pelo CEFP-EDV. São as redes informais que têm um papel mais ativo e preponderante no processo de inserção laboral. Na população inquirida a inserção pelo trabalho por si só não constituiu a solução para a saída da pobreza. / The present report aims to obtain a Master’s degree in Social Work from the Instituto Superior Miguel Torga. Motivated by concern aroused from the day to day professional practice, while monitoring citizens on social income benefits, “Rendimento Social de Inserção” (R.S.I.) (Social Insertion Income), we have sought to understand the relationship between poverty and the labour market. Introduced in the year 1996 by Law nº 19-A/96 of 29th June, as the provision of income support, the R.S.I. has introduced increasingly more refined forms of selection of its clientele, either by redefining the concept of aggregate and assessmento of their income, or the contractual provision, by increasingly strenthening the penalties for failure in relation to employment and training.The overall goal is to understand how the process of entering the work market is made and the opportunities of (un)inclusion arising from it for the beneficiaries. It was also sought to analyse the configuration of the proposals offered under the insertion contract to men and women, to the “old” and the “new” poor.Consequently, exploratory interviews were made to the technicians of Centro de Emprego e Formação Profissional Entre Douro e Vouga (CEFP-EDV) (Emloyment and Training Centre); Gabinete de Inserção Profissional (GIP) (Professional Insertion Office) and Núcleo Local de Inserção (Local Insertion Group) (NLI) of Stª Mª da Feira. The survey was carried out through a questionnaire to the beneficiaries of the R.S.I. with Insertion Contracts for placement in the labour market.The CEFP-EDV and GIP technicians expressed diffficulties in monitoring and career management of the benefeciaries due to overhead and bureaucratic nature of the tasks recquired in their institutions. The beneficiaries also considered that CEFP-EDV is neither efficient nor effective in placing people in the work market thus not fulfilling the function for which they are legally assigned. Men are largely benefitted in relation to the Job Centre, compared to women, because they get more job offers and training. The “old poverty” appears to be installed in unemployment and provision for longer than the “new” poor. These are rarely called up by CEFP-EDV. It is the informal networks that have a more active and leading role in the process of job placement. For the questioned population entering the job market does not itself constitute a solution to ending poverty.
- ItemPrisão, Pandemia e a Família(ISMT, 2022) Ribeiro, Mafalda Correia; Tomé, Maria Rosa (Orientadora)Este estudo, intitulado de “Prisão, Pandemia e a Família” focou-se na análise da situação das prisões face à pandemia e o impacto deste contexto na relação entre os familiares e as pessoas em reclusão. As metodologias utilizadas neste estudo são de caráter qualitativo, sendo aplicado um questionário a familiares de pessoas reclusas durante o período pandémico. O estudo revela-nos que tanto os familiares (mulheres) como as pessoas reclusas (homens) são jovens adultos e maioritariamente vivem no norte. As participantes estão disponíveis para apoiar o seu familiar durante e após o cumprimento da pena de prisão, mesmo quando isso tem como consequência o seu empobrecimento e alterações no seu modo de vida. A pandemia criou obstáculos à relação familiar (à semelhança do que aconteceu a nível nacional). As relações de intimidade ficaram suspensas, a falta de proximidade na relação dos pais com os filhos, e as dificuldades de contacto com os estabelecimentos prisionais para obter as informações constituíram preocupação para as famílias. A visita é marcada por filas de espera para entrar, diminuição do tempo de contacto, presença dos acrílicos limitando a comunicação e, por atitudes de discriminação. Acreditam no efeito intimidativo da pena, pelo sofrimento e humilhação que inflige, mas não acreditam no efeito ressocializador da prisão. / This study, entitled “Prison, Pandemic and the Family” focused on the analysis of the situation of prisons in the face of the pandemic and the impact of this context on the relationship between family members and people in seclusion. The methodologies used in this study are qualitative in nature, being applied questionnaire to family of people in seclusion during the pandemic time.The study reveals that both family members (women) and reclusive people (men) are young adults and mostly live in the north. Participants are available to support after the arrest of their family member during and serving their sentence, even when it results in their impoverishment and their way of life. The pandemic created obstacles to family relationships (as happened at national level). The intimate relationships maintained, the lack of closeness in the relationship between parents and children, and difficulties in contacting prisons to obtain information constituted problems for the families. The visit is marked by queues to enter, increased contact time, the presence of acrylics limiting communication and attitudes of discrimination. They believe in the intimidating effect of the sentence, for the suffering and humiliation that prison inflicts no resocialising effect.
- ItemA Reinserção Social da População Idosa Reclusa(ISMT, 2020) Seixo, Sara Isabel Sousa; Tomé, Maria Rosa (Orientadora)A presente investigação tem como objetivo estudar a problemática da reinserção social da população idosa detida nos estabelecimentos prisionais em Portugal. Esta é uma realidade que está em crescimento, contudo as informações disponíveis, nomeadamente na área da Reinserção Social, são escassas. O estudo foi realizado através de uma análise documental da legislação Portuguesa, da lei Portuguesa, nomeadamente o Regulamento Geral dos Estabelecimentos Prisionais (Decreto-lei n.º 51/2011, de 11 de abril), o Código da Execução das Penas e Medidas Privativas da Liberdade (Decreto-lei n.º 115/2009, de 12 de outubro), estatísticas da justiça, relatórios das prisões e programas disponíveis no site da Direção-Geral de Reinserção e Serviços Prisionais (DGRSP), da PORDATA, do Council of Europe - Annual Penal Statistics, dissertações de mestrados nacionais relativas ao tema em análise, relatórios estrangeiros que avaliam a condição da população idosa reclusa em França e nos Estados Unidos, os quais permitiram uma abordagem ampla e pertinente relativamente aos problemas da reinserção social destes idosos. Uma das primeiras conclusões é o não consenso na idade das pessoas consideradas, na sociedade atual, como pessoas idosos, assim, optamos por adotar o conceito/idade que figura nas estatísticas oficiais da Direção-Geral de Reinserção e Serviços Prisionais - 60 anos ou mais. O processo de envelhecimento na prisão é analisado através dos problemas de saúde do recluso, das atividades desenvolvidas no meio prisional e as consequências da sua saída para a sociedade, ou seja, os problemas que o recluso terá que enfrentar após o cumprimento da pena, como por exemplo, as relações familiares e o alojamento. Com o aumento da população idosa nos estabelecimentos prisionais e com a inexistência de programas adequados a pessoa idosa, parece-nos que ainda existe muito a fazer no que diz respeito ao cumprimento da pena por parte dos idosos e como lhes é preparada a sua saída. / The present investigation aims to study the problem of social reintegration of the elderly population detained in prisons in Portugal. This is a reality that is growing, however the information available, namely in the area of Social Reinsertion, is scarce. The study was carried out through a documentary analysis, based on the DGRSP website, under Portuguese law, namely the General Regulation of Prison Establishments (Decree-Law nº 51/2011, of 11 April) and the Code of Execution of Penalties and Measures Deprived of Freedom (Decree-Law nº 115/2009, of 12 October), statistics of justice provided by the PORDATA website, Council of Europe - Annual Penal Statistics, dissertations of national masters related to the subject under analysis, foreign reports that assess the condition of the elderly population in prison in France and the United States, which allowed a broad and pertinent approach to the problems of social reintegration of these elderly people. One of the first conclusions is the lack of consensus on the concept of being elderly, so we chose to adopt the concept of PORDATA - 60 years or more. The aging process in prison is analyzed through the health problems of the prisoner, the activities developed in the prison environment and the consequences of his departure for society, that is, the problems that the prisoner will have to face after serving his sentence, as for example, family relationships and housing. It seems to us that there is still a lot to be done with regards to serving the sentence by the elderly and how they are prepared to leave.
- ItemReinserção Social: o trabalho da sociedade civil durante e após a reclusão(ISMT, 2022) Rodrigues, Mariana Azenha; Tomé, Maria Rosa (Orientadora)A dissertação analisa os projetos criados e implementados por dez organizações da Rede Entregrades, que atuam durante e após a reclusão das pessoas condenadas a pena de prisão com o objetivo de promover e apoiar a sua reinserção social. O objetivo geral foi compreender o trabalho por elas desenvolvido desde a reclusão até à autonomia dos sujeitos. A estratégia de investigação é de natureza qualitativa. Fez-se a pesquisa documental a partir dos documentos das entidades disponíveis online e entrevistas semiestruturadas para recolher os dados e a análise de conteúdo para o seu tratamento. Os resultados relevantes da investigação mostram o impacto das políticas neoliberais na penalidade, na desresponsabilização do Estado na promoção da reinserção social das pessoas em reclusão, no apoio posterior junto delas, das suas famílias e da comunidade. O trabalho de promoção e acompanhamento no processo de reinserção fica a cargo da sociedade civil e das suas organizações, através de projetos financiados e do forte apoio do trabalho voluntário e, portanto, desprofissionalizado. A sua ação desenvolve-se nos domínios mais importantes da sustentabilidade e dignidade humana: habitação, emprego, saúde, formação, cultura e laços familiares e sociais. / The dissertation analyzes the projects created and implemented by ten organizations of the Entregrades Network, which act during and after the reclusion of people sentenced to imprisonment with the aim of promoting and supporting their social reintegration. The general objective was to understand their work from seclusion to the autonomy of the subjects. The research strategy is qualitative in nature. Documentary research was done from the documents of the entities available online and semi-structured interviews to collect the data and content analysis for its treatment. The relevant results of the research show the impact of neoliberal policies on penality, in the lack of responsibility of the state in promoting the social reintegration of people in prison, in the subsequent support to them, their families and the community. The work of promoting and monitoring the reintegration process is the responsibility of civil society and its organizations, through funded projects and strong support from voluntary and, therefore, deprofessionalized work. Its action is developed in the most important areas of sustainability and human dignity: housing, employment, health, training, culture, and family and social ties.
- ItemSaúde e Toxicodependência na Prisão: avaliação do programa de substituição com metadona no Estabelecimento Prisional de Coimbra(ISMT, 2022) Silva, Joaquim Renato de Sousa e; Tomé, Maria Rosa (Orientadora)O estudo aqui apresentado propõe-se compreender o impacto que o Programa de Substituição com Metadona (PSM) teve no Estabelecimento Prisional de Coimbra (EPC), entre os anos 2016 e 2020. O acesso ao Sistema Informação Multidisciplinar (SIM) permitiu realizar uma caracterização sociofamiliar e comportamental das relações com as drogas da população em estudo. De seguida, foi efetuada uma entrevista semi-diretiva junto de uma amostra intencional, submetida a análise de conteúdo. Concluímos que, em média, 13% da população reclusa teve acesso ao PSM e 14% teve alta clínica, a idade média é de 42 anos, maioritariamente são solteiros, sem profissão e estabelecem contacto com substâncias aditivas em idade precoce. O PSM tem impacto positivo na diminuição dos níveis de “stress”, na melhoria da condição física, psíquica e emocional da pessoa reclusa. Conduz ao restabelecimento de relações sociais, à melhoria das relações com a instituição e reaprendizagem de papéis. As linhas estratégicas de cuidados de saúde em ambiente prisional, no que se refere aos problemas de toxicodependência, devem não só passar por uma resposta terapêutica exclusivamente farmacológica, mas também incluir reaprendizagem de competências sociais e aquisição/reaquisição de comportamentos saudáveis. É neste contexto que as intervenções psicoeducativas e grupos terapêuticos podem assumir um papel determinante na reintegração da pessoa reclusa toxicodependente na sociedade.
- ItemO Serviço Social no Sistema de Proteção à Infância em Perigo, em Portugal(ISMT, 2020) Frade, Daniela Sofia Bispo; Tomé, Maria Rosa (Orientadora)Na presente investigação foi analisada a forma como evoluiu o sistema de proteção à infância e juventude, em Portugal, no que respeita: tanto aos conceitos que definiam criança em perigo, como às instituições que as acolhiam e protegiam e as medidas a elas aplicadas. A par disto, procurou-se entender que de forma o Serviço Social acompanhou essa mesma evolução e qual é hoje a sua representatividade nesse sistema, delimitando o nosso estudo entre os anos de 1911 e 2018. Tendo em conta os objetivos definidos para a investigação, utilizámos o método de pesquisa que melhor se adequasse à finalidade pretendida. Recorremo-nos assim, da pesquisa documental, em duas vertentes: tanto na análise de conteúdo categorial, em especial, da legislação, que nos permitiu dar conta das evoluções atrás enunciadas, como na análise aos relatórios anuais de atividade publicados pela Comissão Nacional de Promoção dos Direitos e Proteção das Crianças, fonte esta que nos permite identificar a representatividade do Serviço Social no atual sistema, através das trezentas e nove Comissões de Proteção de Crianças e Jovens existentes em Portugal, tendo para isso, recorrido a um tipo de leitura estatística descritiva dos dados neles apresentados, reunindo, posteriormente, todos esses dados em gráficos, o que permitiu analisar detalhadamente, a evolução e presença do Serviço Social nessas mesmas CPCJ. Concluímos que o sistema de proteção à infância em Portugal, nem sempre se pautou pelos princípios de hoje. Vários foram os desenvolvimentos no que respeita ao conceito e definição de criança em perigo, tendo demorado diversas décadas até ao separar efetivo de crianças em perigo e de crianças infratoras. Também o próprio sistema de proteção sofreu diversas alterações e reformulações nos cento e sete anos que separam a primeira Lei de Proteção, da última publicada, assim como o Serviço Social, que apesar de sempre presente nesse mesmo sistema, demorou até ser reconhecido como a profissão académica que é hoje. / In this research, the way in which the child and youth protection system evolved in Portugal was analysed: both the concepts that defined children in danger and the institutions that welcomed and protected them and the measures applied to them. In addition, we tried to understand how the Social Work followed this same evolution and what its representativeness in this system is today, delimiting our study between the years 1911 and 2018. Taking into account the objectives defined for the research, we used the research method that best suited the intended purpose. Let us remember, therefore, the documentary research, in two aspects: both in the analysis of categorical content, especially legislation, which allowed us to report on the above developments, and in the analysis of the annual activity reports published by the National Commission for the Promotion of the Rights and Protection of Children, a source which allows us to identify the representativeness of Social Work in the current system, through the three hundred and nine Commissions for the Protection of Children and Young People in Portugal, and for this purpose, used a type of descriptive statistical reading of the data presented in them, later gathering all this data in graphs, which allowed a detailed analysis of the evolution and presence of Social Work in these same CPCJ. We concluded that the child protection system in Portugal has not always been guided by today's principles. There have been a number of developments with regard to the concept and definition of children in danger, and it has taken several decades to effectively separate children in danger from offending children. The protection system itself also underwent several changes and reformulations in the one hundred and seven years that separate the first Protection Law, from the last one published, as well as the Social Service, which despite always being present in the same system, took until it was recognised as the academic profession it is today.
