| dc.description.abstract | A comunidade portuguesa no Luxemburgo existe há 57 anos e é a que apresenta o maior contingente de imigrantes. As marcas desta comunidade estão presentes no quotidiano dos luxemburgueses. Com este trabalho pretendeu-se fazer uma aproximação ao estudo das condições de vida dos imigrantes portugueses, nomeadamente, os sem-abrigo, nos últimos anos. Esta investigação foi estruturada em três pontos: os direitos sociais e políticas públicas para trabalhadores imigrantes da UE; o trabalho de algumas associações sediadas no Luxemburgo com os imigrantes e os sem-abrigos portugueses; a precariedade das condições de vida e laborais destes imigrantes. A metodologia utilizada foi a pesquisa bibliográfica e documental, bem como a realização de entrevistas a profissionais de instituições públicas e associações que trabalham com imigrantes: Amitié Portugal – Luxembourg (APL), Embaixada e Consulado Português, Stemm vun der Strooss (denominada Voz da Rua em português), Confederação da Comunidade Portuguesa no Luxemburgo (CCPL), Agence Pour de Développement de l‟Emploi (ADEM), Comité de Liaison des Associations d‟Etrangers (CLAE) e Association de Soutien aux Travailleurs Immigrés (ASTI). A autora realizou igualmente uma observação participante encarnando a figura de um sem-abrigo português, durante 48 horas, no Luxemburgo. O objetivo desta experiência pioneira consistiu em compreender e analisar a condição de vida destas pessoas e como os outros as (não) veem. Em relação às entrevistas, o contacto com os responsáveis das instituições, permitiu-nos constatar que estas têm um papel crucial no acolhimento dos imigrantes e na concretização dos direitos sociais. Os imigrantes da UE precisam de ter uma declaração de residência que seja válida pelo menos há três meses, e devem permanecer durante 5 anos, consecutivos, sem ser um encargo financeiro para o sistema social luxemburguês, para ter direito à residência permanente. A categoria dos cidadãos sem direitos sociais apenas, durante o inverno, têm acesso a um alojamento de urgência financiado pelo Estado, o que não se verifica durante o resto do ano, onde alguns dos direitos humanos não são assumidos. / The Portuguese community has existed in Luxembourg for 57 years now and it is the biggest with noticeable effects on the Luxembourgers‟ daily life. This work main aim is to approach the study of the living conditions of the Portuguese immigrants, particularly the homeless, these past years. This study has been structured around three main aspects: social rights and public policies addressing immigrant workers from the EU; the work developed by of some organizations with the Portuguese immigrants and homeless and the unstable living and the working conditions of these immigrants. The methodology used consisted in bibliographic and documentary research as well as interviews carried out to professionals of public institutions and organizations that work with immigrants: Amitié Portugal - Luxembourg (APL), The Portuguese Embassy and Consulate, Stemm vun der Strooss (known as Voice of the Street by the Portuguese), Portuguese Community Confederation in Luxembourg (CCPL), Agence Pour de Développement de l'Emploi (ADEM) , The Liaison des Associations d'Etrangers (CLAE) and the Association de Soutien aux Travailleurs Immigres (ASTI). Also, in order to understand and evaluate the living conditions of these immigrants and how they are (not)perceived by others, a non-participant observation was carried out by posing as a Portuguese homeless for 48 hours in Luxembourg. The interviews to people in charge of the organizations enabled to confirm the role of those institutions and organizations as essential by sheltering the immigrants and accomplishing their social rights. The EU immigrants must have a declaration of residence valid for at least three months and must not remain a burden for the Luxembourger social system for five consecutive years, in order to have the right to a permanent residence. This class of citizens deprived from their social rights can only have access to an urgent shelter financed by the state during winter. As for the rest of the year, human rights are not embraced. | pt_PT |
